Niles Canyon Safety Improvement Project
The California Department of Transportation (Department), as assigned by the Federal Highway Administration
(FHWA), has prepared an Environmental Impact Report/Environmental Assessment (EIR/EA), which examines the potential environmental impacts of the alternatives being considered for the proposed project located in Alameda, California.
The project is to "widen state route 84 from the Alameda Creek Bridge to the State Route 84/insterstate 680 separation to improve sight distance, uprgrade shoulders and provide curve corrections". "The project will widen the existing highway by up to 18’ to accommodate a 2’ soft median barrier, one standard 12’ lane in each direction, and standard 8-foot shoulders. To make room for widening, the project will construct five retaining walls upslope from the highway where hillsides are cut away, a total of 5,300 linear feet of wall, and nine retaining walls downslope from the highway
toward Alameda Creek, a total of 3,400’. At the creek locations, 10-foot wide shoulders with metal-beam guard rail will be constructed on the side of the highway adjacent to the walls. A preferred project alternative has been identified that does not include widening at several sites in the project area, generally at sites where historic structures are present."
Additional copies of the EIR document are available for review at the Fremont Main Library at 2400 Stevenson Blvd., Fremont, CA
94538; the document as well as the technical studies are available for review at the Caltrans office at 111
Grand Ave., Oakland, CA 94612.
The document describes why the project is being proposed, alternatives for the project, the existing environment that could be affected by the project, the potential impacts from each of the alternatives, and the proposed avoidance, minimization, and/or compensation measures.
If you have any comments regarding the proposed project, submit comments by August 23, 2010 via postal mail to:
Valerie Heusinkveld, Environmental Branch Chief Attention: Oliver Iberien Department of
Transportation Office of Environmental Analysis MS 8B
111 Grand Ave. Oakland, CA 94612
Submit comments via e-mail to: valerie_heusinkveld@dot.ca.gov
What happens next:
After comments are received from the public and reviewing agencies, Caltrans, as assigned by the Federal
Highway Administration, may: (1) give environmental approval to the proposed project, (2) undertake additional environmental studies, or (3) abandon the project. If the project is given environmental approval and funding is appropriated, Caltrans could design and construct all or part of the project.
The new year[2010] will bring year-round fishing closures on most of Alameda
Creek, a move that supporters say will help protect steelhead and rainbow
trout.
The California Fish and Game Commission approved the closures in Decemnber, '09.
The regulations go into effect March 1, 2010.
The closures will ban fishing in Alameda Creek and its tributaries downstream
of the San Antonio Reservoir in Sunol, Calaveras Reservoir in Milpitas, and
Del Valle Reservoir in Livermore, said Jeff Miller, director of the Alameda Creek Alliance, which was among the groups supporting the change.
With the new regulations, fishing will be allowed only above Del Valle from
April to November. The upstream areas also will be under the same catchand-
release, artificial-lure and barbless-hook conditions now allowed during
the season.
